The country also stands as an independent Commonwealth realm with a National Parliament and a nominated governor-general. That is why the head of the government is the Prime Minister, while the head of state is the governor-general. There are also leaders existing in each indigenous tribe, following their very own traditions. They are called chiefs. However, it is known that there is a tribe that has no chief, and that is the Huli tribe that is resting on the Southern Highlands of Papua New Guinea. It was then believed that it is the earliest version of democracy.
